Women’s Empowerment Desk (WED) under Social and Resource Development Fund (SARD), Department of Finance, CTA initially grew from Gender project in 2006. The Gender project was recommended after the evaluation of Norwegian Church Aid (NCA) and SARD partnership projects by NCA evaluation team. After two years of implementing Gender projects in Tibetan community, Central Tibetan Administration (CTA) realised the need of Tibetan Women’s Empowerment Policy and hence formulated one in 2008. The Women’s Empowerment Policy of CTA was breaking ground because it was the first time in entire Tibetan history that a policy for Tibetan women was formulated. This Policy was formulated during a time when there was no organization and no work on women empowerment being carried in the community. However to strategize in implementing the program, a Symposium on Women Empowerment was held and a research titled “Status of Tibetan Women in Exile – 2012” was published. The focus areas of the policy are religious institution or nuns, Central and grassroots leadership, education, career, primary teachers, mother and child health and care and sports. Since then programs and projects had been initiated under policy. According to the focus areas a research report titled “Status of Tibetan Women in Exile was published, this further calls the need to empower Tibetan women although there are no conscious and systemic Gender discrimination.
